Responsibilities Serves as a Fire Helicopter Crew Supervisor, supervising multiple supervisory wildland firefighters and providing second-level supervision over staff. Performs administrative program management functions such as planning; managing budget; manages facilities and resources; and develops and implements training. Provides oversight during initial and extended attack fires and directs fireline activities and tactics of dispersed firefighters, resources, equipment, and aircraft. Applies knowledge of firefighter safety, fire behavior, topography of the area, weather, fuels, and training in fire management. Determines appropriate fireline tactics and properly locates fireline and determines appropriate construction methods. Coordinates with dispatch office regarding current fire behavior and fire conditions, release of resources, and other logistical considerations. Supervises and directs moderately complex fuels management projects or participates in more complex projects by conducting project assessments and gathering data, planning, and implementing. Supervises and/or participates in fire prevention promotional activities. Provides for follow-up actions to safely and effectively manage wildland fires. Ensures preparedness of wildland fire suppression equipment and staff. Manages inventory and accountable property; positions equipment and personnel for the most efficient response; evaluates equipment and staffing needs; and develops and prioritizes equipment and personnel funding requests. Develops and implements a physical training program to enhance the ability of crewmembers. Maintains working relationships and pre-incident coordination with applicable cooperators and wildland fire responders. Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-10 grade level: If you are a current or former federal employee who served in a competitive or excepted appointment, your resume must show that you have one year of specialized experience equivalent to the GS-08 grade level. Examples include, but are not limited to: Experience in implementing strategies, tactics, and fire suppression methods using rotor wing aircraft; assisting with overseeing complex aircraft operations in fire and for resource management missions to include the use of the NWCG National Standards for Helicopter Operations and oversight of aircraft contracts; and implementing current aviation safety practices and procedures. If you have never been or are NOT a current federal employee who served in a competitive or excepted appointment, your resume must show that you have one year of specialized experience equivalent to the GS-09 grade level. Examples of experience include, but are not limited to: Experience in leading and administering the implementation of strategies, tactics, and fire suppression methods using rotor wing aircraft; overseeing complex aircraft operations in fire and for resource management missions to include the use of the NWCG National Standards for Helicopter Operations and oversight of aircraft contracts; and implementing current aviation safety practices and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of Education for Experience: There is no substitution of education for experience at the GS-10 grade level. Selective Placement Factor(s): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. 1.) This position has been categorized as a Fire Helicopter Crew Supervisor position and requires the selectee to meet minimum National Wildfire Coordinating Group (NWCG) qualification standards prior to being placed into the position. You must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management (qualifications to be considered eligible for this position (currency not required): A.) Helicopter Manager, Single Resource (HMGB); AND B.) Incident Commander, Type 4 (ICT4); AND C.) Helibase Manager (HEBM) You must meet all qualification and selective placement factor requirements by the closing date of the announcement. Physical Demands: Arduous exertion for protracted periods of time such as, but not limited to, extensive running, walking, climbing, kneeling, stooping, pulling hoses, jumping and twisting, prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar activities requiring at least average agility and dexterity. Work Environment: Forest, range, and desert environments in steep terrain where surfaces may be extremely uneven, rocky, covered with thick tangled vegetation, smoky conditions, etc. Temperatures commonly exceed 100 degrees F and may fall below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. May be required to live in backcountry camps for extended periods of time. This is a secondary/administrative firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)) and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. Additional Information Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items.
