Position Description

The Engineer 2 - Capital Design position is located in the Engineering division with the Nashville Department of Transportation & Multimodal Infrastructure (NDOT). In this capacity, the employee coordinates and performs activities involved in supporting a variety infrastructure projects and initiatives. The incumbent will be involved with providing engineering services in the planning, design, and construction phases of projects that impact the transportation system. Additionally, the incumbent will provide support for the effective management of transportation systems. This work will also involve working directly with the department’s signal and roadway lighting program. The position will receive direct supervision from an Engineer 3. Performs related duties as required.

The Department of Transportation and Multimodal Infrastructure delivers a range of services, and the nearly 400 employees work around the clock to ensure a multimodal system that offers choice and better connects neighborhoods, residents, businesses and visitors to the place that they need and want to go to in a safe manner. These employees are responsible for over 2,200 miles of public roadways and rights-of-way, over 6,000 streets, over 300 bridges, 835 traffic signals and over 1,200 miles of bike/sidewalk lanes and much more. Big events in Nashville consist of CMA Festival, Stanley Cup Finals, Titans games, and any number of special events. These require big preparation and big clean-up and the Nashville Department of Transportation employees are up for the challenge.

Typical Duties

  • Coordinates and participates in the development, design, and construction of engineering projects.

  • Prepares and reviews engineering studies, technical reports, and provides correspondence.

  • Recommends solutions to design problems and provides correspondence.

  • Performs complex signal and lighting administrative/engineering duties.

  • Oversees all phases of federal grant application and administration for signal and lighting projects.

  • Coordinates and reviews data for signal and lighting project bids.

  • Provides support for the development and maintenance of engineering standards and specification.

  • Interprets local, state, and federal regulations affecting the development, design, and delivery of engineering projects, and coordinates activities with other Metro departments, government agencies, or private entities.

  • May represent the department at various meetings with multiple agencies stakeholders.

  • Oversees and performs project feasibility studies.

  • Coordinates and performs on-site inspections of projects.

  • Acts as project manager for transportation projects, which may include conferring with contractors on project progress, making final inspections of projects, and approving final payment for services.

  • May lead and review the work of professional and sub-professional engineering personnel.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Bachelor's Degree in Engineering from an accredited college or university, Professional Engineering License and six (6) years of post-degree engineering experience, including two (2) years as a professional engineer.

OR

Professional Engineering License and six (6) years of engineering experience, including two (2) years as a professional engineer.

LICENSES REQUIRED

  • Valid Driver's License

  • A Professional Engineering License from any state is required to apply for this position; however, the Tennessee Professional Engineering License must be obtained prior to completion of the probationary period.

*Failure to obtain the Tennessee Professional Engineering License will terminate employment.*

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

  • At least four (4) years of verifiable experience working as a project manager

  • At least four (4) years of verifiable experience developing and/or managing multi-modal transportation or transit improvement projects

  • Experience working with control systems for traffic signals and lighting

  • Experience with current National Association of City Transportation Officials (NACTO) design standard

  • Proficient in local, state, and federal transportation regulations, engineering terminology for plan review, and construction contract administration, with the ability to manage projects from start to finish
